Government Revises Approach to Alterations in Residential Buildings

The Council of Ministers of Belarus has adopted a resolution “On Alterations and Redevelopment, Installation of Individual Antennas and Other Structures on the Roofs and Facades of Apartment Buildings”. It was signed today.

According to the government’s press service, the document concerns alterations and redevelopment of residential and non-residential premises in residential buildings.

The resolution allows work on waterproofing, vapour insulation and soundproofing to be carried out without the need to develop a project.

The requirement to conclude construction contracts has been removed. Alteration and redevelopment work may now be carried out either by the initiator or with the involvement of other persons whose main activity is in the construction sector.

The resolution also clarifies the list of documents requested during administrative procedures related to alterations and redevelopment.

Alteration and redevelopment will no longer include work involving changes to load-bearing structures, modifications or relocation of waste disposal and gas exhaust systems, or thermal insulation. Such work will now be classified as reconstruction. Accordingly, it will be regulated by construction legislation.

The procedure for approving the installation of individual antennas and other structures, as well as for approving the unauthorised installation of antennas and other structures, has also been simplified. It will no longer be necessary to provide a layout plan for the placement of antennas and other structures.
