Georgia’s Interior Ministry Migration Department will await a decision by the UN Human Rights Committee in the case of Belarusian human rights defender Raman Kisliak. He told Pozirk.
Kisliak appeared at the Migration Department in Tbilisi at the request of Georgia’s Border Police. A department employee told him she was aware of his case.
“I said that I had interim measures in place and took out the documents, but she said, ‘No, no, that’s not necessary. We know that your case is under consideration by the UN Human Rights Committee. We are waiting for the committee to make its decision.’”, the human rights defender said.
Kisliak believes the committee’s decision could take up to five years. He added that the Migration Department still refuses to issue him documents legalizing his stay in Georgia.
Kisliak is also required to appear before the department for an interview, although he does not know what he will be asked.
Raman Kisliak lives in Georgia. His Belarusian passport expired in February 2024, and he cannot obtain a new one from the Belarusian embassy in Tbilisi because of the so-called “passport decree.” The Georgian authorities have refused to grant him asylum. A temporary identity document issued by the Georgian authorities has also expired, and, according to the human rights defender, no new document has been issued. He currently has no official status — neither that of an asylum seeker nor a person subject to deportation proceedings.
At the same time, interim protection measures issued by the UN Human Rights Committee remain in force while it considers his complaint against the Georgian authorities’ refusal to grant him asylum.
On July 16, Border Police officers visited Kisliak’s home and drew up a report for illegal stay in Georgia.
