Finance Ministry Expects Belarus to Reach Budget Surplus by 2028

Belarus’s republican budget for 2027 is planned without a deficit, while in 2028 it may become surplus. This follows from the Finance Ministry’s commentary on the government resolution approving the medium-term financial program for the republican budget for 2026–2028.

According to the Finance Ministry, the following republican budget parameters are forecast:

• 2026: revenues — 54.38 billion rubles, expenditures — 58.73 billion rubles, deficit — 4.34 billion rubles;
• 2027: revenues and expenditures — 60.07 billion rubles each;
• 2028: revenues — 66.88 billion rubles, expenditures — 63.11 billion rubles, surplus — 3.77 billion rubles.

The Finance Ministry also expects the debt burden to decrease. If it stands at 26.1% this year, it is expected to fall to 24.3% next year and to 22.8% in 2028.
