The European Union plans to offer Ukraine, Moldova, Montenegro and Albania clear step-by-step action plans on their path to EU membership. Politico reports, citing two senior European Commission officials.

The documents are intended to clarify what exactly is expected of each candidate country. They will also contain commitments from current EU member states, which must agree to the continuation of the process. The support of the EU’s current members must be unanimous.

The detailed plans will set out a clear list of priorities, including deadlines and benchmarks to help the most advanced candidates complete the necessary reforms.

The difference with the plans under discussion is that they would give candidate countries guarantees of accession to the EU if they continue to carry out the necessary reforms. In addition, the documents will propose indicative timelines for completing the negotiations.
