Council of Europe Website Materials Again Declared “Extremist” in Belarus

The Partizansky District Court of Minsk, which had previously overturned its own ruling, has again declared materials from the Council of Europe website “extremist.” The resource has once more appeared on the updated “Republican List of Extremist Materials” maintained by the Ministry of Information.

The new decision was adopted on December 19, 2025. The list includes links to the Conference of International Non-Governmental Organisations (CINGO), a statement by the CINGO Human Rights Committee in connection with the 2020 protests, and a statement by the CINGO president on human rights violations in Belarus following the forced landing of a Ryanair flight.

The list also includes:
TikTok accounts Disident and “Egor Belarus”;
Telegram channels ASTRA, “Markiza Karabasa – Chat,” Blood and Honor, and Truth National Socialism;
the Telegram group DA VOLI;
Odnoklassniki pages “Hramada Palessia,” “YANKA ZMAGAR,” and “Valentin Gennadyevich”;
VKontakte pages “People’s Embassy of Belarus in Brazil,” “Zmagar – Used Pad,” and “Zhyve Belarus”;
the website and social media accounts of the Swedish International Liberal Centre;
an Instagram community and logo “MINSK BELARUS WORLD NEWS”;
the VKontakte community “Belarus Top”;
the Facebook community “News of Belarus and Minsk.”

As a reminder, on December 5 the court declared the website of the Conference of International Non-Governmental Organisations (CINGO) to be “extremist materials.” At the same time, the court decision cited the Council of Europe website — www.coe.int. On December 10 the court overturned the ruling. A week and a half later, the decision was reversed again.

Belarusian authorities regularly use extremism charges to combat opponents and dissent in general.
