The Congress of Local and Regional Authorities of the Council of Europe has announced a call for participants for the third “Leaders for Change: Promoting Democracy and Human Rights at Local Level” workshop. The event will take place in Strasbourg on July 7–9, 2026.
The programme is intended for representatives of Belarusian democratic forces, civil society organisations, activists, future local leaders and others working on democracy and human rights issues at the local level. Participants will have an opportunity to exchange experiences with members of the Congress of the Council of Europe and experts, as well as gain practical tools for strengthening local democracy in line with the principles of the European Charter of Local Self-Government.
The Congress will cover participants’ travel and accommodation expenses. Interpretation will be provided in English and Belarusian.
