https://reform.news/en/communications-ministry-begins-work-on-national-artificial-intelligence-framework/Belarus has begun developing a “national artificial intelligence framework” under the Digital Belarus state programme for 2026–2030. Communications and Informatization Minister Kiryl Zalesski said this on STV television.
“We have already begun developing our own national artificial intelligence framework,” he said.
However, he said, this does not involve a large language model.
“But let me reiterate: this is not some new large language model that will be available to all citizens. First and foremost, it involves deploying open-source large language models with certain modifications in the form of contextual layers. They will run on equipment installed within the Republic of Belarus to eliminate the risk of sensitive data being transferred across borders during processing,” he explained.
Zalesski also gave an example of how AI is being used in Belarus. According to him, artificial intelligence is already being used to automatically detect certain traffic violations.
“Today, fines are already being issued not only for speeding, but also for running red lights and a number of other violations, including crossing road markings. How has this been implemented? It uses the same technologies — artificial intelligence — without adding any hardware. There is a national public security monitoring system. It has now been upgraded to the point where it automatically analyses video feeds and makes it possible to detect certain traffic violations.
A specially trained employee does not have to review the entire stream from all 60,000 cameras, but only the footage flagged as potentially showing a violation. Naturally, an actual inspector issues the administrative offence notice. However, the specific set of data that needs to be analysed is delivered directly to the inspector in the form of selected clips from the first stage of analysis. This analysis is carried out by artificial intelligence. This is probably the most recent development: the system was introduced several months ago, around six months ago,” Zalesski said.
The minister also noted that Belarus is beginning to regulate AI through technical standards.
“We are starting with technical regulation, developing a framework and drafting specific technical regulations. Naturally, each sector and each subject area will then need its own regulatory rules governing the use of intelligence, specifically the acceptance of its decisions as valid. In other words, artificial intelligence produces a certain result, and we use it without rechecking or verification,” he said.
