Buses in Belarus to Be Equipped With Video Cameras and Seat Belts

Buses in Belarus must be equipped with seat belts and video cameras within the next three years. These requirements are set out in updated rules for road passenger transport.

“From January 1, 2028, all buses operating on domestic regular routes must be equipped with video recording systems. By January 1, 2027, passenger seats in buses where standing passengers are not allowed must be fitted with two- or three-point seat belts. In addition, a requirement is introduced to ensure that by January 1, 2030, all buses used for intercity transport are equipped with three-point seat belts,” said Andrei Hladki, head of the road and urban passenger transport department at the Transport Ministry, at a press conference at the National Press Center.

The updated rules also remove the requirement for taxi drivers and drivers of international bus routes to complete training courses with the issuance of a relevant certificate. In addition, from October 1, 2026, an employment contract must be concluded between the carrier and the taxi driver. This provision existed previously, but some carriers interpreted it as allowing civil law contracts. The ambiguity has now been eliminated.

Taxi drivers are now required to inform passengers of the estimated fare if the trip is ordered on the street or at a taxi stand rather than via communication services.
