https://reform.news/en/belarusian-businesses-to-be-further-involved-in-funding-public-security-monitoring-system/Aliaksandr Lukashenka has signed a decree amending the rules governing the national public security monitoring system. The document provides for greater business involvement in funding the system, an expansion of its user base and the use of the system to record certain administrative offences.
The decree amends regulations governing the establishment and use of the video surveillance system. In particular, regional executive committees and the Minsk City Executive Committee are required to update annually the lists of facilities that must be equipped with video surveillance devices.
The May 25, 2017 decree on the national public security monitoring system has been revised in full to reflect experience gained from its implementation.
The changes provide for additional involvement of individual entrepreneurs and legal entities in the organisational and financial support of the system. At the same time, apartment owners in multi-unit residential buildings will be exempt from reimbursing the republican budget for expenses and paying for electricity consumed by the system’s equipment.
Budget-funded organisations, municipally owned organisations, state road management bodies and several other entities will also be exempt from reimbursing the costs of maintaining and operating the system. The list of exempt entities may be expanded by a decision of Lukashenka, his press service reported.
The system’s user base will also be expanded. The additions include units of the Armed Forces engaged in operational-search activities and the protection of critical facilities.
The system will also be permitted to record administrative offences involving road traffic safety and the operation of transport.
“The decree also introduces a number of other changes aimed at accelerating the development of the monitoring system and improving its quality,” the press release states.
