Belarus MFA to Coordinate Honorary Consuls With KGB

The Foreign Ministry has approved a revised Regulation on the Procedure for the Appointment, Functions and Tasks, Organization and Termination of Activities of an Honorary Consul. Ministry Resolution No. 10 of 1 October was published today on the National Legal Internet Portal and takes effect upon publication.

The new version specifies that the Foreign Ministry appoints honorary consuls, and their candidacies are coordinated with the KGB and the Presidential Administration. Previously, the regulation used a more vague wording: candidacies were coordinated with the Presidential Administration and “other interested state bodies”.

The regulation also presents the functions of an honorary consul differently. They have now been supplemented with a list of tasks that emphasizes economic matters and reflects recent developments. For example, in addition to supporting Belarusian exports and attracting foreign investment, the list now includes “assistance in ensuring the unobstructed passage of payments under foreign trade contracts and in building optimal logistics routes for the delivery of goods to or from the Republic of Belarus”.
