Prime Minister Alyaksandr Turchyn has signed a resolution of the Council of Ministers defining the procedure for implementing the agreement between Belarus and Russia on the formation of a unified electricity market of the Union State. The document was adopted in accordance with the law ratifying the agreement signed on December 9, 2025.
The resolution assigns Belenergo three functions within the unified market: network operator responsible for electricity transmission across the territory of Belarus, system operator responsible for operational and dispatch control of the country’s power system, and a market participant authorized to carry out the purchase and sale of electricity and to settle hourly deviations of power flows from planned levels.
Belenergo will perform these functions both before the creation of Belarus’ internal wholesale electricity market and after such a market is established.
“Thus, the adoption of the resolution will ensure the fulfillment of the international obligations of the Republic of Belarus,” the government press service said.
