The ministry’s head, Dzmitry Kiiko, said this in an interview with CTV, the broadcaster reported.
“At present, there is no need to raise rates significantly or introduce new wealth taxes. I think the system we have introduced is a foundation that now requires some fine-tuning. In some areas, tax administration needs to be taken into account and simplified so that the process is clearer and requires as little involvement as possible from citizens and taxpayers themselves. The tax authorities should do most of the work, while taxpayers should receive a ready-made calculation showing the amount of tax they need to pay. This is essentially what we are working on now, and we have prepared next year’s amendments to tax legislation along the same lines,” he said.
According to Kiiko, higher taxes on high incomes generated 380 million Belarusian roubles for the budget this year, with just under 9,000 people accounting for that amount. Under Belarusian law, the personal income tax rate is 25% on annual income ranging from 350,000 to 600,000 roubles and 30% on income exceeding 600,000 roubles.
Higher rates also apply to large properties in Belarus. Taxpayers will receive their first notices for these taxes in 2027. Kiiko estimates that local budgets will receive around 20 million roubles from them. Higher transport tax rates also apply to expensive cars.
It should be noted that the draft amendments to the Tax Code for next year, prepared by the Ministry of Taxes and Duties, include higher excise rates on so-called premium alcohol. The ministry defines this category as alcoholic beverages not covered by the state’s exclusive right to import.
