On November 1, Ukraine\u2019s \u201cPovitriana Tryvoha\u201d app began sending warnings about a radiation hazard, a nuclear and chemical threat, and strikes involving the \u201cOreshnik\u201d missile.<\/p>\n<p>At around 1 a.m., Ukraine\u2019s State Emergency Service said the nationwide alert system was operating normally and that its functioning had been restored.<\/p>\n<p>Russia\u2019s Emergencies Ministry app was targeted in a similar attack.
