Vice Admiral Thomas Daum, head of the Bundeswehr’s Cyber and Information Domain Command, told Reuters on October 28.

According to Daum, the brigade will also collect intelligence on Russian and Belarusian military radio emitters and radar systems. The data will be used to update the electronic warfare databases of the German armed forces and their allies.

Daum described these tasks at Paluknys airfield in Lithuania. The full deployment of the German brigade is scheduled for 2027.

German specialists are already conducting electronic intelligence operations in Lithuania as part of the Vigilant Owl mission. According to the Bundeswehr, they monitor the electromagnetic spectrum, detect and analyse signals, and build an operational picture to help identify threats early and protect their own and allied units. The mission is intended to continue over the long term, with individual phases conducted in coordination with Lithuania and in response to the prevailing situation.

The current phase of the mission runs from October 23 to December 7, 2026. Around 170 personnel from the 932nd Electronic Warfare Battalion in Frankenberg have been deployed to Lithuania for the operation. The Hesse state interior ministry announced their deployment on October 22.

Back in July, the battalion’s commander, Lieutenant Colonel Moritz Kaselow, announced an expansion of the autumn mission, including an increase in personnel, the use of new sensors and changes to the organisation of command posts. He said antennas more than 40 metres tall allow intelligence to be gathered deeper inside enemy territory. Kaselow also highlighted the need to use drones and transport robots to move antennas and sensors.

The deployment of the 45th Armoured Brigade “Lithuania” is part of NATO’s efforts to strengthen its eastern flank following Russia’s full-scale invasion of Ukraine. It marks the first time in the history of the Bundeswehr that an entire German brigade has been permanently stationed abroad.

By the end of 2027, around 4,800 German military personnel and 200 civilian staff are expected to be stationed in Lithuania. The brigade will primarily consist of an armoured battalion and a mechanised infantry battalion transferred from Germany, as well as a multinational NATO battlegroup. Rudninkai and Rukla have been designated as the main bases.

The German brigade being permanently stationed in Lithuania will use electronic warfare systems to provide early warning of military activity in Belarus and Russia’s Kaliningrad region.
