The document was published today on the National Legal Internet Portal and applies to relations arising from September 24.

Its adoption was prompted by the transfer of state regulatory powers in the tourism sector from the Ministry of Sports to the new institution. Overall, the ethical requirements approved by the document repeat those contained in a resolution issued by the Ministry of Sports, which was recently declared invalid.

As before, tour guides and guide-interpreters are required to show respect for state symbols, the history of the development of Belarusian statehood, and cultural and spiritual traditions. They must also refrain from making “subjective and inappropriate assessments and statements about the Republic of Belarus and other states”, and prevent provocative and other negative statements or actions by tourists, excursion participants and other individuals. They are required to foster an image of Belarus as a country attractive to tourists and excursion participants.

Tour guides and guide-interpreters must be familiar with the fundamentals of the ideology of the Belarusian state, as set out in Directive No. 12, and help strengthen the country’s positive international image, promote recognition of the uniqueness of the Belarusian model of social development, and more.

At the same time, the requirements no longer include a provision obliging them to “respect the copyright and other related rights of excursion developers, refrain from appropriating intellectual property, and quote excursion developers and other authors in accordance with the law and with proper attribution.”

The National Tourism Agency, by Resolution No. 8 of October 15, established professional and ethical requirements for tour guides and guide-interpreters.
