The decree entered into force on the day it was adopted.

Under Decree No. 226 of May 7, 2012, the property complex of the Novopolotsk BVK Plant was transferred to a legal entity to be established with the participation of Interservice LLC, a company linked to businessman Mikalai Varabei. His hunting estate in the Verkhniadzvinsk District was visited this week by Aliaksandr Lukashenka.

The 2012 decree stated that the purpose of transferring the Novopolotsk BVK Plant was to implement an investment project. Initially, the project involved establishing a facility to process 1.5 million tonnes of oil and other hydrocarbon feedstock, as well as a terminal with an annual capacity of 1.5 million tonnes for storing and transshipping raw materials and petroleum products. The project was to be completed by 2021.

However, the project was replaced as early as 2013. This time, the plan involved producing import-substituting automotive components and specialized equipment, with three factories to be established for manufacturing batteries, hydraulic cylinders and special-purpose vehicles. The implementation deadline was pushed back to 2023.

The decree was amended again in 2019. It then included an investment project to establish small-scale chemical and petrochemical production facilities, including engineering and transport infrastructure, which was to be completed by January 1, 2024. In 2023, the project’s completion deadline was extended to January 1, 2027.

The new decree repeals the original Decree No. 226 adopted in 2012, as well as all subsequent decrees amending it.

Decree No. 359 of October 14, entitled “On an Investment Project,” was published today on the National Legal Internet Portal.
