The Mission of Democratic Forces of Belarus in Ukraine, which has backed the initiative and submitted its proposals to the migration service, <a href=\"https:\/\/www.facebook.com\/story.php?story_fbid=122182480508979669&amp;id=61579390077627\">announced<\/a> the development.<\/p>\n<p>According to the Mission, the draft law would allow Belarusian citizens, in certain cases specified by law, to exchange their temporary residence permits even if their Belarusian passports have expired. It also proposes allowing permanent residence permits to be issued using an expired passport and, in certain cases, a copy of a lost passport, provided it had previously been submitted to the migration service.<\/p>\n<p>If a residence permit is issued under the proposed procedure, the expiry of the passport would not make the person\u2019s stay in Ukraine unlawful, the Mission explained. These provisions remain proposals in the draft law.<\/p>\n<p>The Mission has submitted two amendments to the migration service. The first calls for expanding the use of expired passports when applying for immigration permits for family members of Ukrainian citizens. This would include spouses who have been married for at least two years, as well as children and parents.<\/p>\n<p>The second proposes linking the special procedure to the actual unavailability of consular services for issuing and renewing passports, rather than to the duration of martial law. As the Mission notes, the end of martial law would not automatically mean that these services had resumed.<\/p>\n<p>The Mission has not proposed any separate amendments under this draft law for people without valid documents who have not previously completed the initial legalisation process in Ukraine.
