Radio Svaboda\u00a0<a href=\"https:\/\/www.svaboda.org\/a\/33871324.html\">reports<\/a>. RFE\/RL Brussels correspondent <strong>Rikard Jozwiak<\/strong> cites diplomatic sources.<\/p>\n<p>The removal is linked to decisions by EU courts, which found the legal grounds for keeping the two individuals on the lists to be weak.<\/p>\n<p>Radio Svaboda notes that Gutseriev\u2019s removal from the \u201cBelarusian\u201d sanctions list will not allow him to fully escape sanctions, as he was added to a list related to Russia\u2019s aggression against Ukraine in July this year. Shautsou, however, appears only on the \u201cBelarusian\u201d list.<\/p>\n<p>On May 13, the General Court of the European Union <a href=\"https:\/\/reform.news\/en\/eu-court-annuls-sanctions-against-mikhail-gutseriev\">annulled the EU sanctions against Mikhail Gutseriev<\/a> imposed over the situation in Belarus and his support for the regime of <strong>Aliaksandr Lukashenka<\/strong>. The court ruled that the EU Council had not provided sufficient evidence that in 2025 Gutseriev continued to support the Belarusian authorities or benefit from his ties with them. Gutseriev had been under sanctions since 2021.<\/p>\n<p>In April this year, the General Court of the European Union <a href=\"https:\/\/reform.news\/en\/eu-court-annuls-sanctions-against-belarusian-businessman-viktor-chevtsov\">annulled the sanctions<\/a> imposed by the European Union on Viktar Shautsou, ruling that the EU Council had failed to sufficiently demonstrate the grounds for including him on the sanctions list. At the same time, the court separately noted that in February 2026, the EU Council updated the sanctions list again and kept Shautsou\u2019s name on it until February 28, 2027.
