The prosecutor\u2019s office deemed the practice illegal. The incident occurred in Minsk District.<\/p>\n<p>The woman owed the homeowners association payment for housing and communal services. The association switched off the subscriber\u2019s main circuit breaker and restricted access to the electrical panel by installing a locking device. The electricity remained disconnected for 11 days, until the woman repaid the debt.<\/p>\n<p>The prosecutor\u2019s office deemed the actions illegal. The statement noted that the woman had an electricity supply agreement with Minskenergo.<\/p>\n<p><em>&#8220;Therefore, Minskenergo is the provider of the service and is authorized to suspend electricity supplies to a consumer in accordance with the procedure established by law.<\/em><\/p>\n<p><em>Since the homeowners association is not an electricity supplier, it had no right to suspend the electricity supply because of arrears in payment for housing and communal services,&#8221;<\/em> the prosecutor\u2019s office said.<\/p>\n<p>As a result, the homeowners association was sent a letter warning against similar violations.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A homeowners association cut off electricity to a resident who owed it money.
