This was stated <a href=\"https:\/\/www.gov.me\/clanak\/saopstenje-sa-139-sjednice-vlade-crne-gore\">in a statement<\/a> following the cabinet meeting.<\/p>\n<p>The government said the move is necessary to align the country\u2019s visa policy with European Union rules as part of the EU accession process. On July 23, the cabinet <a href=\"https:\/\/reform.news\/en\/belarusians-will-be-able-to-enter-montenegro-visa-free-only-until-october-31\">adopted changes to the visa rules<\/a> under which, from Nov. 1, 2026, citizens of Belarus, Russia and Turkey will require a visa to enter Montenegro, transit through its territory and stay in the country.<\/p>\n<p>Since visa-free arrangements with these countries are also established by international agreements, the government considers it necessary to begin the procedure for terminating them.<\/p>\n<p>For holders of Turkish diplomatic, service and special passports, Montenegro intends to conclude a separate new agreement in order to preserve visa-free travel for them if possible.
