A company with Estonian capital is involved in the supplies.

Investigators, working with the “Rabochy Rukh” and “CyberPartisans,” found that Belarusian company Tallmin Medical supplies hemostatic products to Russian military personnel through its Russian distributor Avion.

The investigation began with posts on a Telegram channel run by a volunteer movement that supports the 33rd Guards Motor Rifle Regiment of the 20th Division of the Russian Armed Forces. The posts concerned the Tallmin-Bel product, for which the movement was collecting money. Investigators later found references to Tallmin-Bel in other fundraising campaigns for those fighting against Ukraine. They also found documentary evidence confirming the supplies. A BRC journalist also called the Russian distributor while posing as a volunteer and was even able to obtain a discount on the product.

The BRC reports on the managers and owners of Tallmin Medical, the manufacturer of the hemostatic product. The company is headed by former military doctor Aleh Bobryk. Over the years, he headed a military hospital in Barysau and worked at the Military Academy of Belarus and the Republican Hospital of the Interior Ministry.

Almost half of the company is owned by Belarusian citizens: Yury Kudzin, a former employee of the Interior Ministry’s Department for Combating Organized Crime and Corruption, the predecessor of the Main Directorate for Combating Organized Crime and Corruption (10%), and businessman Mikalai Charnyshou, a former deputy director of Energo-Oil (39%).

Fifty-one percent of Tallmin Medical is owned by Estonia-registered New Century Holding, established in 2014. Its majority owner is Estonian citizen Oleg Savtšenko.

Investigators also established that Savtšenko and Charnyshou are linked to another business in the EU. Both were members of the board of Estonia-based Fivecrew, which owns half of another Estonian company, Inccom. The latter, in turn, owns French company Gelyne SAS, which produces agricultural products.

A BRC journalist called Oleg Savtšenko, posing as a fundraiser for equipment for Russian military personnel, and offered to issue Savtšenko a certificate of appreciation. He confirmed the call and described the matter as a “delicate issue,” noting that he lives in Estonia. Savtšenko suggested that the certificate be sent to Aleh Bobryk, the director of Tallmin Medical. Seven minutes after the conversation ended, Savtšenko sent a message denying what he had previously said, stressing that he had no connection to the business described and “did not quite understand” what the caller was talking about.

The full investigation can be read on the BRC website.

The Belarusian Investigative Center has published an investigation into the supply of hemostatic products from Belarus to the Russian army.
