Rashevskyi administered the service, while Silayev\u00a0sold crypter software that was used to disguise ransomware and other malware.<\/p>\n<p><em><i>\u201cRansomware groups utilizing these individuals\u2019 services have caused billions of dollars in losses to U.S. businesses and critical infrastructure providers\u201d<\/i><\/em>, OFAC said.<\/p>\n<p>The US State Department says that 1VPNS, Rashevskyi and Silayev\u00a0provided support to groups involved in distributing ransomware and attacking US hospitals, schools, businesses and local governments. The 1VPNS infrastructure was dismantled in May 2026 with support from the FBI.<\/p>\n<p><em><i>&#8220;These actors supplied ransomware groups with tools to hide their identities, disguise malicious software, and evade detection \u2014 enabling attacks that have caused billions of dollars in losses to U.S. critical infrastructure providers&#8221;<\/i><\/em>, the State Department <a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2026\/07\/sanctioning-ransomware-enablers-in-coordinated-international-action\/\">said<\/a>.<\/p>\n<p>According to the OFAC website, Yegeniy Vladimirovich Silayev was born on November 9, 2000.
