It also says that if the transaction falls through, the buyer will receive a full refund.<\/p>\n<p>The service operates as follows: the buyer must visit a branch of their bank in Russia and arrange an international transfer in Russian roubles to Belarus payable to bearer using BelVEB Bank\u2019s banking details.
