As <a href=\"https:\/\/t.me\/uvd_vitebsk\/44089\">reported<\/a> by the Department of Internal Affairs of the Viciebsk Regional Executive Committee, the suspect targeted plots where construction work was underway and broke into houses while the owners were absent.<\/p>\n<p>He constantly carried a black backpack with a crowbar.
