Earlier, Kosinets had been tasked with preparing such proposals. He also assembled a commission that Lukashenka recently compared to a \u201csecond government.\u201d<\/p>\n<p><i>\u201cMinistries and agencies, as well as regional executive committees, submitted their proposals. We have systematized them. In addition to the measures already in place in the country, three groups of measures are proposed,\u201d<\/i> Kosinets said at the meeting.<\/p>\n<p>According to him, the first group involves changes to legislation on public procurement and purchases made using organizations\u2019 own funds, with the aim of unifying and simplifying procurement procedures.<\/p>\n<p>The second group includes the centralization of procurement, the creation of a unified catalog of goods for procurement purposes with the full range of products included, as well as the establishment of a registry of unscrupulous intermediaries. Kosinets noted that such mechanisms already exist in the country but are not yet fully implemented, while the current catalog of goods is outdated.<\/p>\n<p>He proposed establishing a National Procurement Center under the Ministry of Economy.
