According to the Mogilev Regional Police Department, a 29-year-old resident of the city lost control of the vehicle due to difficult weather conditions and crashed into a metal barrier.<\/p>\n<p>He initially fled the scene, but after learning that without a certificate from the State Traffic Inspectorate the insurance company would compensate only part of the damage, he decided to return and stage a \u201cnew\u201d traffic accident with the same barrier.<\/p>\n<p>He then called a traffic police unit. As a result, three administrative violation reports were drawn up against the man.
