The discussions focused on the future of Belarusian\u2013Ukrainian relations, regional security, and the role of Belarus in the current geopolitical landscape.<\/p>\n<p>Participants emphasized that the future of Belarus is inseparable from the course of the war in Ukraine. Democratic forces see this as an opportunity to restore Belarusian statehood and dismantle the regime of <b>Alyaksandr Lukashenka<\/b>.<\/p>\n<p>Forum participants agreed that the Lukashenka regime is aggressive and poses a danger to both Ukraine and Belarus. They noted that Belarus has lost control over its military sphere and is acting as a co-aggressor, has become an \u201cassembly hub\u201d for Russia\u2019s military industry, is conducting \u201cunderwater warfare\u201d against Ukraine in military, economic, and informational spheres, and that Russian special services have full access to Belarusian territory.<\/p>\n<p>Representatives from Lithuania stated that Belarus is currently the second most threatening state in the region after Russia.<\/p>\n<p>Several initiatives for holding the Lukashenka regime accountable were presented at the forum:<\/p>\n<ul>\n<li>the Parliamentary Assembly of the Council of Europe is advancing an amendment on responsibility for allowing Belarusian territory to be used for aggression;<\/li>\n<li>documentation of crimes for a future special tribunal is ongoing;<\/li>\n<li>materials on the illegal deportation of Ukrainian children have been submitted to the International Criminal Court;<\/li>\n<li>information was presented on the use of Belarusian political prisoners\u2019 labour for Russia\u2019s military needs.<\/li>\n<\/ul>\n<p>When discussing relations between Ukraine and Belarusian democratic forces, participants noted that such cooperation is limited due to the absence of a clear policy. The Belarus issue is often postponed to avoid provoking the Lukashenka regime, while many matters could be resolved quickly but require political will. Participants emphasized that the issue of legalizing Belarusian volunteers in Ukraine remains unresolved.<\/p>\n<p>Belarusian democratic forces highlighted several key principles for the country\u2019s future and for cooperation with Ukraine:<\/p>\n<ul>\n<li>Belarusians do not bear collective responsibility for the regime\u2019s actions and are themselves its victims;<\/li>\n<li>Ukraine\u2019s victory is key to Belarus\u2019s liberation;<\/li>\n<li>it is important to prevent Belarus from becoming isolated after the war and to secure its status as a nation that is resisting;<\/li>\n<li>cooperation between societies in culture, education, and media remains both possible and necessary;<\/li>\n<li>Ukraine can become a centre of strength and a partner for Belarusian democratic institutions.<\/li>\n<\/ul>\n<p>A separate initiative was presented to admit Belarusian students to Ukrainian universities to reduce the regime\u2019s mobilization potential.<\/p>\n<p>In Lviv, researchers presented the \u201cBelarusian\u2013Ukrainian Relations Index 2024\u20132025,\u201d which includes an analysis of public sentiment, the information space, cultural, religious and educational cooperation, and Russia\u2019s influence on bilateral relations.<\/p>\n<p>Analysts noted that the potential for cooperation between the two societies remains high despite the challenges posed by the war.<\/p>\n<figure id=\"attachment_497019\" aria-describedby=\"caption-attachment-497019\" style=\"width: 1280px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-497019\" src=\"https:\/\/reform.news\/wp-content\/uploads\/2025\/11\/forum_astrozhskih-293.jpg\" alt=\"\" width=\"1280\" height=\"853\" srcset=\"https:\/\/reform.news\/wp-content\/uploads\/2025\/11\/forum_astrozhskih-293.jpg 1280w, https:\/\/reform.news\/wp-content\/uploads\/2025\/11\/forum_astrozhskih-293-300x200.jpg 300w, https:\/\/reform.news\/wp-content\/uploads\/2025\/11\/forum_astrozhskih-293-1200x800.jpg 1200w, https:\/\/reform.news\/wp-content\/uploads\/2025\/11\/forum_astrozhskih-293-768x512.jpg 768w, https:\/\/reform.news\/wp-content\/uploads\/2025\/11\/forum_astrozhskih-293-600x400.jpg 600w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><figcaption id=\"caption-attachment-497019\" class=\"wp-caption-text\">Ostrogski Forum.
