Russian President Vladimir Putin has signed a decree classifying information about the fuel and energy sector.
The document states that the measures are being introduced in response to the “unfriendly actions that violate international law” of the United States and “foreign states and international organizations that have joined them.”
Information about exports by Russian legal entities is classified as confidential, including data on the volumes and names of goods, prices, suppliers and buyers, delivery routes and contract terms, transshipment points, and delivery schedules. Access is also restricted to aggregated customs statistics on exports by legal entities, information on processing volumes at Russian refineries, and details of companies’ planned and concluded contracts for selling gasoline and diesel fuel on the exchange.
Information included in the list may be disseminated, including in the media and online, only if the legal entity discloses information about its own activities.
The government has been instructed to determine within 10 days the list of goods to which the decree’s provisions will apply.
