Aliaksandr Lukashenka has signed a decree expanding the powers of regional executive committees and the Minsk City Executive Committee in determining the conditions for the design and construction of facilities considered a priority for the socio-economic development of regions. The document amends Decree No. 266 of July 2, 2025.
Regional executive committees and the Minsk City Executive Committee will be able to authorise the procurement of goods, works and services from state-owned organisations from a single source using not only budget funds but also their own funds. They will also be empowered to authorise the felling of trees and shrubs and the sale of harvested timber, as well as the placement of facilities that deviate from approved detailed territorial planning projects.
In addition, local authorities will be able to allow customers and developers to obtain technical specifications for the engineering and technical infrastructure of facilities themselves. Developers will also be permitted to use factory-made modular structures without preparing design documentation.
Regional executive committees and the Minsk City Executive Committee will be able to designate mineral deposits, including sand and gravel deposits, where materials may be extracted for construction, while land allocation documents are processed in parallel.
Local authorities will also be empowered to designate customers responsible for developing detailed territorial planning projects using their own funds. Previously, such work was financed exclusively from the budget.
To speed up decision-making on priority facilities, regional executive committees and the Minsk City Executive Committee will no longer need to obtain approval from the Council of Ministers for their relevant decisions.
The new provisions of the decree will come into force on January 1, 2027, Lukashenka’s press service reported.
