On Sept. 24, the Government of Montenegro approved a document on the need to terminate agreements regulating visa-free travel with Belarus, Russia and Turkey. This was stated in a statement following the cabinet meeting.
The government said the move is necessary to align the country’s visa policy with European Union rules as part of the EU accession process. On July 23, the cabinet adopted changes to the visa rules under which, from Nov. 1, 2026, citizens of Belarus, Russia and Turkey will require a visa to enter Montenegro, transit through its territory and stay in the country.
Since visa-free arrangements with these countries are also established by international agreements, the government considers it necessary to begin the procedure for terminating them.
For holders of Turkish diplomatic, service and special passports, Montenegro intends to conclude a separate new agreement in order to preserve visa-free travel for them if possible. The government statement contains no similar initiative regarding Belarus or Russia.
