Montenegro may decide to introduce a visa regime for Belarus and Russia as early as October this year. The move is linked to the country’s obligation to harmonize its visa policy with that of the European Union before joining the EU, the Montenegrin newspaper Dan reports.
According to Dan, the government is expected to decide in the near future to introduce visas for citizens of Belarus and Russia. The measure is expected to take effect on October 1, 2026.
By the end of the year, Montenegro also plans to introduce a visa regime for Turkey. Visas will then be gradually introduced for citizens of China, the United Arab Emirates, Qatar, Bahrain, and other countries.
Montenegro plans to process visas through VFS Global.
By the end of this year, Montenegro is also expected to begin collecting biometric data in line with the requirements for membership in the Schengen Area. Full alignment of the country’s visa policy with EU requirements is expected after Montenegro joins the European Union. The country plans to become an EU member in 2028.
