MART Finds Violations at Belposhta

The Ministry of Antimonopoly Regulation and Trade (MART) found that the state enterprise Belposhta had violated antimonopoly legislation. The company set and maintained a monopolistically high tariff for transmitting data on registered postal items (RPIs) to a unified automated data accounting and storage system.

“The review established that the state enterprise BELPOSHTA holds a dominant position in the market for services providing access to this system. At the same time, the tariff for this service was set at a level exceeding the sum of the expenses necessary to provide the service and the profit,” MART reported.

The violation concerns the period from September 2025 to May 2026. During this time, the costs of providing the service fell significantly, the number of records transmitted increased, and the composition of consumers changed. MART considers that these developments created conditions for reducing the tariff, but Belposhta did not change it.

After Belposhta was added to the register of dominant entities, the tariff for transmitting RPI data for postal operators was cut threefold, from 0.15 to 0.05 roubles.
