Belarusian Interior Minister Ivan Kubrakou has proposed expanding the powers of operational situation headquarters (OSH) so that they could make decisions under special conditions without a prosecutor’s authorization. He made the statement during a comprehensive command-and-staff exercise held by the Homiel Region police department.
The Interior Ministry chief stressed the need for well-coordinated and prompt information exchange among the parties involved.
“The issue should be worked out so that when acting under special conditions, we can make certain decisions without a prosecutor’s authorization. For this, the powers of OSH heads should be expanded. It is important to take all legal aspects into account”, he said.
Kubrakou also identified prevention at enterprises and preventing people from being drawn into a “destructive movement” as priorities, the Interior Ministry’s press service reports.
The Interior Ministry chief stressed that the task of law enforcement officers is to prevent provocations.
“All scenarios, including unscheduled ones, are aimed at testing the physical endurance of personnel and their readiness to use and handle weapons. This particularly applies to special forces personnel.
When suppressing mass unrest, we work clearly and in a coordinated manner. You make the decisions and act strictly in accordance with the law. The main thing is to prevent provocations by stopping them at the very beginning”, Kubrakou said.
