The Council of Ministers, by Resolution No. 132 of March 19, has set compensation rates for the collection of packaging and recyclable materials for 2026. The document has been published on the National Legal Internet Portal, enters into force upon publication, and applies retroactively from January 1.
Compensation for waste collected from individuals (excluding sole proprietors), provided it is used or neutralised, will be as follows:

The resolution also sets compensation for producers using resource-efficient packaging: 0.33 rubles per glass bottle (0.33–1 litre) for drinking water and 0.29 rubles per bottle (0.5–1 litre) for milk.
The government also approved the overall budget and spending направления of the state operator of secondary material resources, with total expenditures amounting to nearly 322.93 million rubles.
