Government Sets Waste Collection Compensation Rates for 2026

The Council of Ministers, by Resolution No. 132 of March 19, has set compensation rates for the collection of packaging and recyclable materials for 2026. The document has been published on the National Legal Internet Portal, enters into force upon publication, and applies retroactively from January 1.

Compensation for waste collected from individuals (excluding sole proprietors), provided it is used or neutralised, will be as follows:

• paper and cardboard — 180 rubles per tonne (unchanged from 2025),
• glass cullet — 130 rubles per tonne (new category),
• glass cullet supplied under state contracts — 260 rubles per tonne,
• PET bottles — 70 rubles per tonne (unchanged),
• plastics — 80 rubles per tonne (unchanged).

Compensation for waste obtained through sorting municipal waste or collected at designated drop-off points will be:

• paper and cardboard — 300 rubles per tonne (+50 rubles),
• glass cullet — 200 rubles per tonne (new category),
• glass cullet under state contracts — 330 rubles per tonne,
• PET bottles — 50 rubles per tonne (unchanged),
• plastics — 50 rubles per tonne.

For other types of waste, compensation rates are set as follows:

• large electrical and electronic equipment — 760 rubles per tonne (+90 rubles),
• medium-sized electrical and electronic equipment — 810 rubles per tonne (+70 rubles),
• small electrical and electronic equipment — 860 rubles per tonne (−250 rubles),
• used motor and lubricating oils — 50 rubles per tonne (−50 rubles),
• used tyres and rubber tubes — 180 rubles per tonne (unchanged),
• mercury lamps — 1.1 rubles per unit (unchanged),
• fluorescent lamps and mercury thermometers — 0.83 rubles per unit (unchanged),
• batteries — 5,710 rubles per tonne (−80 rubles).

The resolution also sets compensation for producers using resource-efficient packaging: 0.33 rubles per glass bottle (0.33–1 litre) for drinking water and 0.29 rubles per bottle (0.5–1 litre) for milk.

The government also approved the overall budget and spending направления of the state operator of secondary material resources, with total expenditures amounting to nearly 322.93 million rubles.
