Eurasian Development Bank Expects Further Wage Growth in Belarus

Analysts at the Eurasian Development Bank expect further growth in wages in Belarus. This will also be supported by an increase in the base wage rate from January 1, to which salaries in budget-funded and equivalent organizations are tied.

In Belarus, real wages increased by 6.1% year on year in December 2025, maintaining the pace seen in November. In the budget sector, faster growth persists: 10.5% year on year in December after 10% year on year in November. Overall, in 2025 real wages rose by 9%, including an increase of 11.3% in budget-funded organizations. We expect wage growth to continue following the decision to raise the base wage rate by 8.8% from January 1, 2026, which will support domestic demand, the bank said in its weekly review.

In December, the average wage in Belarus increased by 409 rubles compared with November and reached 3,112.7 rubles before personal income tax. For the first time, the indicator exceeded the 3,100-ruble mark. The December average was a record high amid the payment of annual bonuses and so-called thirteenth-month salaries. In January, the indicator is expected to decline significantly compared with December.
