CyberPartisans Controlled Moscow Health Department Network for Three Years

The hacktivist group CyberPartisans breached the Moscow Department of Health network and operated within it for three years. They gained access to the network and its data in 2023.

“The target of the attack was the Moscow Department of Health, with its extensive infrastructure and numerous access points to the networks of other organisations. For months, we moved around their network with full administrator-level access, including to domain controllers, management systems and sensitive medical data,” CyberPartisans said.

The group claims it did not make efforts to maintain access to the compromised network because it was not a priority.

The unauthorised access was only detected towards the end of 2026 by specialists from the Solar company.

“Most of our work is currently kept hidden, allowing us to undermine the dictatorial regimes of Putin and Lukashenka from within and obtain valuable internal information. However, for operational reasons, we cannot share the data obtained in this Cyber Partisans operation at this time,” the group said.
