The Cyber Partisans have published some of the documents obtained by hacking the internal IT infrastructure of Russia’s Federal State Statistics Service (Rosstat).
As a result of the breach, the Cyber Partisans and the hacking group Silent Crow gained access to the agency’s main internal systems, including TsSOD, STATEK, Demography and other systems containing unpublished statistical information.
Processing the entire dataset will take time, but the Cyber Partisans are already ready to share Rosstat’s internal documents, including those marked “For Official Use Only”.
“Rosstat’s internal document flow is particularly interesting because it contains a wealth of data on Ukrainian territories under Russian occupation. Putin’s regime carefully conceals this information. Statistical data on the occupied territories are provided only upon request to authorised Russian government agencies and are marked ‘For Official Use Only’. These are unique documents that shed light on life in these regions under Putin’s occupation regime,” the group said.
The Cyber Partisans are publishing data on births and deaths in the so-called Donetsk People’s Republic in 2023, statistics covering all sectors of production in the so-called Donetsk People’s Republic in 2025, and socioeconomic indicators broken down by month.
The information obtained by the hackers also includes a database of death certificates for all Russian citizens whose deaths have been officially registered. The records cover the period from the start of the full-scale war against Ukraine through August 2026.
No separate statistics on deaths resulting from combat have yet been found. However, the database lists causes of death that can be used to identify cases in which people died in the war. The data are currently being processed.
