On April 30, Alyaksandr Lukashenka signed a decree “On the Development of the Dairy Sector”. It provides for the construction and reconstruction of at least 73 dairy farms and the necessary infrastructure in 2026–2028. Officials who fail to implement the decree face criminal liability.
The decree sets out the conditions for implementing investment projects and the requirements they must meet, Lukashenka’s press service reported.
Organisations implementing the specified investment projects will be determined by the Council of Ministers based on a list formed from proposals prepared by regional executive committees.
The maximum amount of financing for a single investment project will be 27 million roubles.
The document provides for the possibility of applying construction standards set out in Decree No. 46 of January 31, 2025, “On the Specifics of Construction and Commissioning of Facilities”, with the aim of reducing costs and ensuring implementation within shorter timeframes.
Personal liability, including criminal liability, has been established for officials who improperly or untimely fulfil the requirements of the decree.
The document also defines the sources of financing for the construction of dairy farms for 2026.
