https://reform.news/en/operator-fined-100-base-units-over-communication-quality/The first fine for unsatisfactory communication quality has been issued in Belarus. It amounted to 100 base units (4,500 Belarusian rubles). Pavel Tkach, first deputy minister of communications and information, said this on CTV. According to him, the operator failed an inspection by the telecommunications inspectorate.
Amendments to the Code of Administrative Offences came into force this year, providing for telecommunications operators to be held administratively liable for failing to comply with government-established communication quality requirements.
“Last year, we had a mandatory requirement to ensure that M-class roads were covered in accordance with the relevant parameters we measure: coverage and internet speed. And one of our operators, unfortunately, according to the conclusion of the Belarusian State Telecommunications Inspectorate, failed to meet these requirements”, Tkach said.
The case materials were subsequently referred to a court, which ruled to hold the operator liable.
“The materials were referred to the court. This is our first precedent. The fine was 100 base units for now. A deadline has been set to eliminate the causes — by the end of the current year. If they are not eliminated, the materials will be referred to the court again. And repeated penalties will be imposed until the operator addresses the issue”, Tkach added.
The name of the operator was not disclosed.
