Belarus-UAE Agreement on Trade in Services and Investment Enters Into Force

The agreement was signed in Minsk in June 2025. It complements the Comprehensive Economic Partnership Agreement between the UAE and the Eurasian Economic Union, which regulates trade in goods. The partnership agreement also entered into force recently.
“The entry into force of the UAE-Belarus Trade in Services and Investment Agreement is an important step in our shared pursuit of long-term, mutually beneficial economic growth. The agreement provides a more predictable framework for trade in services and investment, opening up new opportunities for private sector cooperation and enabling businesses in both countries to capitalize on opportunities in high-growth sectors.
Belarus holds an important position within the Eurasian Economic Union and offers valuable opportunities for UAE companies seeking to expand their presence in the region. By improving market access and strengthening investor protections, TISIA will promote broader cooperation in areas such as financial and professional services, consulting, education, healthcare, technology and logistics,” UAE Minister of Foreign Trade Thani bin Ahmed Al Zeyoudi said.
The agreement is intended to reduce barriers to market entry, facilitate investment flows and encourage the establishment of joint ventures.
The report also noted that non-oil trade between the UAE and Belarus reached $316.3 million in 2025, including $268 million in re-exports, $45.3 million in imports from Belarus and $3 million in exports from the UAE to Belarus.
In the first half of the year, non-oil trade totaled $67.4 million, including $4.2 million in UAE exports to Belarus.
