Belarus Proposes Creating a Code of Conduct for Internet Users

Belarus should develop a code of conduct for people online, with law enforcement agencies involved in drafting it. This opinion was expressed by Aleh Nikifarau, deputy dean of the Faculty of Journalism at Belarusian State University, on CTV’s talk show.

“The problem is that we have not yet developed these ethical norms for communication in the online space. We still don’t know what the right thing to do is: can you call someone in the evening about work, or not about work? What is the best way to write to them?” he said.

In his view, the problem could be addressed through a code.

“In other words, some kind of code of conduct for people online needs to be developed. This should be a joint effort involving various services, including law enforcement, legal, sociological and educational bodies,” Nikifarau added.

The talk show host noted that the code would not work without a statement from the police explaining the penalties for violations.

“Our people usually listen. They will at least try,” the deputy dean replied.
