Belarusians Offered Option to Apply for Lithuanian Work Residence Permits in Armenia and Georgia

Starting November 1, Belarusian citizens will be able to apply for temporary residence permits in Lithuania through external service providers in Armenia and Georgia. As noted by Lithuania’s Interior Ministry, this will allow Belarusians to continue traveling to Lithuania for work despite changes to the country’s migration legislation.

Starting November 1, applications for temporary residence permits can no longer be submitted through external service providers in Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan and Uzbekistan. The decision was made “due to threats to national security interests.”

To allow employers to continue hiring workers from Belarus, Belarusian citizens will be able to submit documents at offices of external service providers in Armenia and Georgia.

“Without this measure, citizens of the Republic of Belarus would not be able to travel to the Republic of Lithuania for employment after amendments to the Law of the Republic of Lithuania on the Legal Status of Foreigners enter into force on November 1, 2026,” the ministry said.

Overall, the list of countries where applications for temporary residence permits in Lithuania can be submitted will shrink from 31 to 27. In 22 of them, applications can be submitted for residence permits based on employment.

“When selecting foreign countries, the Migration Department is required to take into account national security interests, foreign policy priorities, labor market needs and the capacity of the authorities. In addition, the Migration Department is required to consult the State Security Department, the State Border Guard Service and the Lithuanian Police on the selection of these countries,” the Interior Ministry said.
