Belarusian Enterprises May Be Required To Build Rental Housing For Their Specialists

Deputy Prime Minister Aliaksandr Tsierakhau said this following a meeting with Aliaksandr Lukashenka on the prospects for housing construction and the use of rental housing.
According to him, apartments built using budget funds should be provided to public-sector employees, including those working in healthcare, education and other organisations receiving budget subsidies. The waiting list for such housing will be maintained by local executive committees. At the same time, enterprises are being asked to take responsibility for providing rental housing to young professionals working in the real sector of the economy. The respective waiting lists would be maintained by the organisations themselves.
“At present, there is a unified register of people in need of improved housing conditions, and it is maintained by the local executive committees. And today, one of the issues discussed at the meeting with the head of state was that a register of people seeking rental housing should be maintained either by the executive committee or by the enterprise. And it was clearly determined — the government made such a proposal — that there needs to be a clear division: apartments that will be built using budget funds should be provided exclusively to organisations in the public sector of the economy,” he said.
According to him, such a system should help enterprises retain their employees.
“Thus, there is a clear division in the country and such rules of the game: housing is built with budget funds for public-sector organisations, while the real sector of the economy shares the burden and provides for its specialists, ensuring staff stability and retaining employees at their enterprises. In any district there are public utilities companies, there are forestry enterprises. And I can tell you that the cost of an apartment is not, so to speak, so high that an enterprise would be unable to build it,” the deputy prime minister said.
As an example, he gave a calculation for an apartment costing 200,000 rubles.
“The apartment costs 200,000, and the construction period for a residential building is around 12–13 months. If we distribute 200,000 over those 12–13 months, the payment would be 14,000–15,000 rubles per month. I think any enterprise located in a district that is reasonably successful and stable is capable of building this apartment,” Tsierakhau said.
He noted that if an enterprise lacks sufficient funds of its own, under Decree No. 344 the state can subsidise half of the refinancing rate on a loan for the construction of rental housing.
“The credit burden is already spread out, obviously not over one year but over a longer period. And this is already a very manageable payment, as we have calculated and can see that practically any enterprise that operates at even a small profit is capable of making these payments,” the deputy prime minister said.
